It happens with any theme and/or any plugin that is downloaded through the install.
If the same theme and/or plugin is downloaded manually and dropped in the folder it works.
I’ve tested with:
Multiple clean installs using the default configuration
Twenty Seventeen & Twenty Nineteen themes
Local 3.0.4
This is a really aggravating issue and I can’t seem to find a proper solution for it. Manual downloads work but sometimes when plugins are bundled that is not an option.
