Local Router Won't Start - error log attached

Just reinstalled Local 5.0.6. I get the "Local’s router is having trouble starting. Can you point me in the right direction?

Router error log:

2019/10/14 17:07:39 [emerg] 13880#13824: bind() to 0.0.0.0:80 failed (10013: An attempt was made to access a socket in a way forbidden by its access permissions)

More information. This is Win10 with Local 5.0.6 all users. I uninstalled Skype. IIS is turned off. The only service using port 80 is httpd, the Apache server daemon. When I click on the Local Admin button I get URL not found. When I click on the View Site button, I get my WAMPserver home page. Any thoughts?
